Waving miniature Israeli and Paraguayan flags and dressed in t-shirts that read “I Love Paraguay”, the adorable children of the nursery school at WIZO’s Rebecca Sieff Centre for the Family in Jerusalem’s Beit Hakerem neighborhood, excitedly greeted Horacio Cartes, the former President of Paraguay, during his special visit to their WIZO center on Friday. The visit, which was arranged by WIZO USA Honorary Life President Jana Falic and her husband Simon who accompanied Cartes on the visit, included a festive welcome banner, in both Spanish and Guaraní, initiated by WIZO Paraguay’s President Rosana Barán.
A longtime supporter of the State of Israel, Cartes, who served as President of Paraguay from 2013-2018, was in Israel as a special guest of Prime Minister Benjamin Netanyahu for Israel’s 71st Independence Day celebrations. In 1947, Paraguay was one of the thirty-three countries to vote for the United Nations Partition Plan, effectively paving way for the creation of the State of Israel. The two countries opened up diplomatic relations in 1949. Cartes, who was deeply moved by the visit to WIZO, wants those deep relations between Israel and Paraguay to continue for years to come.

World WIZO Chairperson Professor Rivka Lazovsky, opened the festive visit by offering Cartes warm greetings in Spanish. In her remarks she explained that WIZO’s 800 projects in early-age education, schools, youth villages, women’s empowerment programs, abused women’s shelters, and programs for the empowerment of girls and women, new immigrants and the elderly throughout the country make WIZO a leading social services provider in Israel. Partnering with WIZO in its vital work are WIZO’s worldwide federations, including WIZO Paraguay, which was first established in 1944.

Jana Falic then presented Cartes with a special WIZO honorary membership pin, a distinction that just a few men, including her husband Simon, have received.
"President Horacio Cartes, you are a true and loyal friend of the State of Israel," Jana Falic said in her remarks. "I am so proud we are able to show you just some of the important work WIZO does for the citizens of Israel."
Cartes was also the guest of honor as the WIZO nursery school children celebrated their weekly Kabalat Shabbat party. He was all smiles as he danced with the children.
The most emotional part of the visit was when Cartes was taken on a tour of the campus which included The Cherna Center, a community treatment and rehab center for teenage girls at risk who are in need of support in times of crisis. This unique framework enables the girls to acquire life skills and self-confidence alongside learning in small groups. It operates under the auspices of the Menifa association.
The tour continued with a visit to the WIZO Secondary Vocational High School, a co-ed school for students who cannot be integrated into regular educational frameworks. Every student has an IEP (individual educational program) that includes a supportive and therapeutic environment and the opportunity to learn a vocation in one of the following tracks: chef training, hairdressing and music & sound. The goal of the school is to prepare the pupils for a well balanced life as individuals, citizens and family members. Along the way, Cartes met students and staff and learned about how WIZO helped them in their life and career paths.

“What makes the real difference,” Cartes said during his tour of the WIZO center, “is the warmth of the people here at WIZO, both the staff and the volunteers. You can see how much they care for the women and children in their care. This is something very special that I will always keep in my heart.”

Los encantadores niños de la Guardería infantil WIZO en el Centro para la familia Rebecca Sieff, del barrio Beit Hakerem en Jerusalem, recibieron al ex presidente de Paraguay vestidos con remeras que decían “Yo amo Paraguay” agitando banderitas de Israel y de Paraguay. Gracias a la ayuda de la Presidente de WIZO Paraguay, Rosana Barán, la delegación se emocionó al ser recibida con un cartel de bienvenida en español y guaraní.
Horacio Cartes es un amigo de larga de data de la comunidad jud[ia y el Estado de Israel. Durante su cadencia como presidente entre los años 2013 y 2018, tras una ardua labor, logró trasladar la Embajada de su país a Jerusalem. En esta ocasión, fue invitado especialmente por el Primer ministro Benjamin Netanyahu a las celebraciones del 71° aniversario de la Independencia de nuestro Estado. Jana Falic, Presidenta Vitalicia Honoraria de WIZO USA y Consejera Honoraria de la Chairperson de WIZO Mundial, es la promotora de esta visita de Cartes a nuestro centro WIZO en Jerusalem durante la estadía del ex Presidente en Israel en la que lo acompañaron junto a su esposo Simon Falic.

Rivka Lazovsky, Chairperson de WIZO Mundial, originaria de Uruguay, comenzó la visita festiva dando la bienvenida a los visitantes en español. Les contó sobre la fantástica labor que realiza WIZO en sus 800 proyectos dedicados a la educación desde la primera infancia, escuelas, aldeas juveniles, refugios para mujeres maltratadas y programas de empoderamiento para jóvenes y mujeres adultas, nuevos inmigrantes, adultos mayores así como iniciativas de coexistencia en todo el país que hacen de WIZO un líder en servicios sociales en Israel. Resaltó que las federaciones WIZO en todo el mundo, entre ellas WIZO Paraguay, fundada en 1944, realizan un trabajo esencial para llevar a cabo esta vital labor.

Luego Simon Falic distinguió a Cartes con la exclusiva condecoración de miembro Honorario de WIZO, que muy pocos hombres han recibido en el curso de los cien años de existencia de nuestra Organización.
Puesto que la visita tuvo lugar el viernes por la mañana, Cartes fue el invitado de honor del Kabalat shabat que los pequeños de la Guardería infantil celebran semanalmente. Cartes emocionado y sonriente bailó con los niños.
La visita continuó en la Escuela Secundaria tecnológica WIZO. Allí la delegación visitó las secciones de peluquería, cocina, y sonido, donde Cartes se encontró con alumnos y personal y se interesó por las diversas orientaciones de la escuela. Luego visitó el Centro Cherna, un centro comunitario de tratamiento y rehabilitación para adolescentes en riesgo que precisan apoyo y acompañamiento para superar crisis. En este marco único, las jóvenes adquieren habilidades para desenvolverse en la vida y aprenden a valorarse mientras estudian en pequeños grupos. Este centro es parte del programa Menifa que cuenta con la subvención de WIZO USA.

En 1947, Paraguay fue uno de los treinta y tres países que votaron a favor del Plan de Partición de las Naciones Unidas, allanando el camino para la creación de Israel. Ambos países establecieron relaciones diplomáticas en 1949. Cartes se mostró profundamente emocionado tras su visita a WIZO, y expresó su deseo de que las excelentes relaciones entre Israel y Paraguay continúen en los próximos años.
